Earlier this month, 28-year-old Henry Wilson only needed $10 to post bond and walk out of jail. According to his criminal history, he's spent more than a decade breaking into vehicles and stealing guns. "If you want to define a habitual offender, particularly a property offender, you've got to put Henry Wilson in your top five," said Andy Kahan with Crime Stoppers. Since 2012, Wilson has racked up eight misdemeanor convictions and three felony convictions. "He's been in and out of the system multiple times," said Doug Griffith President of the Houston Police Officers Union.  And mostly for the same thing, burglary of a motor vehicle and stealing guns. "Every day when he woke up before he left for school, he'd give me a hug. Before he went to bed, he'd give me a hug. That's probably what I miss the most," said April Wright. Wright has gone 367 days with no hugs from her only son, 17-year-old Corey Lennard Thompson Jr.  Police say he was killed by 18-year-old James Sotelo, someone Corey thought was a friend. "Not only was he shot multiple times, he was shot in the back," Wright said. "He was obviously leaving the situation." Judge Lowers 20-Year-Old Capital Murder Defendant's Bond To $50,000; Now He's Accused of Killing Someone Else

  Even though Criminal District Court judges can deny bonds to capital murder defendants, we have found more than 110 capital murder suspects free from jail on bond. At least four of them are accused of killing someone else while out on bond. There are good reasons why Texas gives judges the right to deny bond to capital murder suspects. "To receive a capital murder charge, it has to be multiple people, it has to be a murder in the commission of a felony offense, or you have to kill a law enforcement officer," said Doug Griffith president of the Houston Police Officers Union. "Either one of those three things you have proven that you are not going to be productive in this society."
