  The Bail Post and the Houston Crime Stoppers join together to tell the stories of just some of the victims of Bad Bail Reform.  In this episode, we honor the heart breaking story of Rosalie Cook, an 80 year old grandma who went to Walgreens to buy a birthday card.  But she never got the birthday card because she was killed by a defendant who was 38 years old at the time.  He had been arrested over 70 times and convicted over 60 times.  He was released from jail on 2 felony PR (free) bonds.  He walked away from his half-way house and no one reported it to the court in the ensuing weeks.  He approached Ms. Cook in the parking lot of Walgreens attempting to rob her and steal her car.  He ended up killing Mr. Cook in the parking lot.   It was just days after Caitlynne Guajardo was murdered. The man she called her husband was accused of stabbing her and their unborn child to death. The world was spinning for Caitlynne’s mom, Melanie Infinger. It was all a blur. The funeral. The grief. The sadness. She finally had the chance to have some sleep, away from the tears. Infinger drifted off in her dream, though it became the first time she saw her 21-year-old daughter since her death. Infinger dreamt the two were in the car. This is your community and this is what you are allowing to take place.  It will continue if you allow it.  Speak to your representative about meaningful reform.  Any reform that just releases a defendant no matter the crime and no matter the defendant's criminal history is not reform it is criminal justice surrender.

Faces of Bail Reform- Vincent Ogiamien, 29

A local police chief said he has never seen anything like the violent crime spree that occurred overnight in Brandon.  "I've been working here at the Brandon Police Department for 27 years and I have never been involved with something of this magnitude of what all occurred in less than 24 hours," Assistant Chief Chris Butts said Friday. "I don't know if I've ever even heard of that around here...so many sexual assaults, a shooting, a shootout in a gas station, stealing cars, it's crazy. It's mind-boggling." On Sunday, Vincent Ogiamien, 29, was arrested and charged with misdemeanor DUI by the Brandon Police Department and booked into the Rankin County Jail. He did not make bond and remained in jail. He tested positive for COVID-19 and was released on Wednesday.   By Thursday evening, police say Ogiamien would go on a crime spree that terrorized multiple women in the community.  According to Butts, a couple of hours after being released from jail, ...

Victims of Bail Reform- Adalinda Delgado-Staiman, 64

A woman died of her injuries after  she was put in a chokehold  and knocked to the ground in East Harlem last month. Police say that at 11:28 p.m. on May 18, 38-year-old Frankie Harris approached the victim, a 64-year-old woman, from behind near the corner of East 111th Street and 2nd Avenue. Harris then allegedly put her in a chokehold and knocked her to the ground. Harris then allegedly exposed himself to the victim before fleeing the scene on a Citi-Bike. Harris was arrested on Many 23 and charged with attempted murder, rape, strangulation, and sex abuse. The victim, who has not been identified at this time, was taken to a local area and was in “vegetative state,” the  New York Post  reported. The victim ultimately died of her injuries on May 27. A Brooklyn man accused of attacking a woman so viciously that he left her in a vegetative state had been charged in two prior assaults this year — but was twice freed without bail, The Post has learned. Frankie Harris, 38, allegedly put a 64-year-old woman in a chokehold for three minutes, pulled her to the ground and raped her May 18 in Harlem, according to Manhattan prosecutors. But his crime spree allegedly began about three months earlier when cops busted Harris in Harlem on Feb. 6 for slapping a woman’s buttocks. On Feb. 11, another bail hearing was held before Justice Althea Drysdale at the request of the defense — and she ordered Harris to be freed from jail and instead participate in a supervised release program, court records show. Less than two weeks later, cops nabbed Harris in Brooklyn after he allegedly violently attacked several strangers on the L train platforms at the Jefferson Street and Morgan Avenue stations. Caitlynne had faith that the criminal justice system would protect her.  She reported her husband for domestic violence.  He had a recent arrest and was current on a PR bond.  He was re-arrested and again released on a PR bond.  The court issued a protective order.  Alex Guajardo ignored it and went home and stabbed his wife to death.  He told investigators that he intentionally stabbed her in the stomach so that if she lived no other man could raise his child.  Caitlynne Guajardo, a victim of bail reform. Victims of Bail Reform- Rosalie Cook, 80

It was about 10:15 a.m. when police said Randy Lewis was asking people for money at knifepoint at a grocery store near the intersection of South Braeswood Boulevard and South Gessner Road.  Lewis then was spotted at a nearby Walgreens and ambushed Rosalie Cook, 80 in the parking lot when she left the store, police said. Witnesses said he stabbed her before rifling through her car. One witness tried to save Rosalie by applying pressure to the stab wound on her chest. An officer was flagged down at the Walgreens and confronted Lewis, who police said had a 6-inch blade. When the suspect did not comply with the officer's commands, the officer shot him twice. Family members said Rosalie was the “perfect” grandmother who always kept ice cream in the freezer and cookies in the cupboard for when her six grandchildren and three great grandchildren came around.  They said she loved to read and had an amazing memory for her age, never missing a relative’s birthday or anniversary. The Faces of Bail Reform- Randy Lewis, 38

Criminal Justice Reform cannot mean Criminal Justice Surrender. Randy Lewis, 38, was committed to a mental facility in October 2019 after a mental exam found him temporarily incompetent. He was serving a sentence for assaulting a public servant after he struck someone who was transferring him to the county jail. Lewis’ bond was waived on April 30 and he was released to a halfway home on May 1. Lewis had an extensive criminal history.  He has been charged with over 70 prior charges and was free on 2 felony PR bonds at the time he murdered Rosalie Cook, 80. The reforms that are being pushed are the reforms that released Lewis.  In this case, the reforms amounted to nothing more than a surrender.  Where is the accountability for the system that failed Lewis and where is the accountability for the system that failed Cook? Simply releasing people does not work.  It creates chaos.  It affects public safety. Randy Lewis should have never been released.
