5th Circuit Court of Appeals Backs Texas Abortion Ban, Citing Emergency Powers



A divided three-judge panel of the 5th U.S. Circuit Court of Appeals threw out a lower court ruling blocking the ban

A federal appeals court on Tuesday affirmed Texas' right to ban nearly all abortions during the coronavirus pandemic, in what it described as a "drastic and extraordinary" move based on arguments that states can limit constitutional rights during emergencies.

(Does this opinion give added support for the Governor's Bail Exeuctive Order (GA-13)?  We will see.

Bail Fund Supporters Pull Back Support

The Massachusetts Bail Fund is a charity that pays the bail for prisoners who can’t afford it. The nationwide protest movement spurred by the killing of George Floyd in Minnesota has brought a flood of donations, empowering fund officials to pay much higher bails than they ever could before. But the group is facing backlash from its own supporters after it posted $15,000 bail to release a Level 3 sex offender who then allegedly raped and tried to strangle a Quincy woman within three weeks. Shawn McClinton had two previous convictions and a pending rape charge when the group freed him from the Nashua Street jail in July. On Friday, a student group at Boston University canceled a fund-raising concert for the Bail Fund scheduled for Aug. 7, saying they did not realize that the charity was freeing people accused of serious crimes. “We apologize for our ignorance about the Mass. Dolly Parton Helps Implement Strategies to Lower Drop Out Rates in Schools

In 1990, the high school dropout rate for Dolly Parton's hometown of Sevierville Tennessee was at 34% (Research shows that most kids make up their minds in fifth/sixth grade not to graduate). That year, all fifth and sixth graders from Sevierville were invited by Parton to attend an assembly at Dollywood. They were asked to pick a buddy, and if both students completed high school, Dolly Parton would personally hand them each a $500 check on their graduation day. As a result, the dropout rate for those classes fell to 6%, and has generally retained that average to this day. Shortly after the success of The Buddy Program, Parton learned in dealing with teachers from the school district that problems in education often begin during first grade when kids are at different developmental levels. In the heated national debate over bail reform and cashless bail, one critical perspective is often overlooked: the real families left scrambling when a working parent is arrested for a minor offense. In a recent article, President of the Mississippi Bail Agents Association, Mike Morrison writes about the misrepresented and misunderstood role that bail bond agents play in ensuring families are kept together during the criminal justice process.  Across Mississippi and the rest of the country, arrests frequently happen late at night or on weekends—DUI, traffic violations, or other non-violent charges that do not involve hardened criminals.
