California- Bail Reform Efforts Die As Session Ends




SACRAMENTO, Calif. (AP) — A parolee’s arrest in a killing after he’d been released without bail helped torpedo the California Legislature’s latest attempt to reform the cash bail system for this year, the bill’s author said Thursday.

Democratic Sen. Bob Hertzberg unsuccessfully tried several variations of a new measure after voters in November defeated a law what would have ended cash bail in favor of risk assessments.

His initial bill cleared the Senate but ran into opposition in the more conservative Assembly ahead of Friday’s legislative deadline, although Democrats control the needed two-thirds majorities in both chambers.

Summary of the 2025 Texas Legislative Session- Bail Matters

  This is a summary of the bail bills or bills that may relate to the bail industry that were enacted in the 2025 Texas Legislative Session. HB 1522-  This bill amended the Texas Open Meetings Act to change the notice requirement from 72 hours to 3 business days.  The biggest impact of this change will impact Bail Bond Board meetings.  The notice now must be posted 3 business days before the meeting.  A weekend cannot be counted in that time period. To see the final bill CLICK HERE .  HB 1778- This bill created Section 43.032 of the Texas Penal Code with creates a new offense "Continuous Promotion of Prostitution." Federal Judge Rules Cuomo and de Blasio Cannot Limit Church Services, But Condone Mass Protests

A federal judge said New York Gov. Andrew Cuomo, Attorney General Letitia James, and New York City Mayor Bill de Blasio "exceeded" their executive limits by limiting worship services and condoning mass protests as the state continues to reopen from coronavirus restrictions. U.S. District Judge Gary L. Sharpe issued a preliminary injunction Friday on behalf of two Catholic priests -- Steven Soos and Nicholas Stamos -- and a trio of Orthodox Jewish congregants -- Elchanan Perr, Daniel Schonborn, and Mayer Mayerfeld -- in Brooklyn, represented by the Thomas More Society. They filed the suit in the Northern District of New York after mass protests and looting occurred in the Big Apple following George Floyd's police-related death in May.
