North Carolina- Friends Remember Beloved Bail Bondsman Carlos Dunlap Sr.

 


NORTH CHARLESTON, S.C. (WCBD) – Friends and family are mourning the loss of a beloved Lowcountry bail bondsman, Carlos Dunlap Sr.

Dunlap died on Saturday night after North Charleston Police said he was hit by a car on Ashley Phosphate Road.

Dunlap was a well-known bail bondsman in North Charleston. He started his business, Dunlap Bail Bonding, nearly 30 years ago. Since then, it became a family business he shared with two of his children.

“He worked every day, literally Monday through Friday. If he was gone it would be on the weekends to go to my brother’s football games, but other than that he was here,” said Dunlap’s daughter, Bianca.

Bianca said her dad did a lot for his community, including hosting a youth football camp with his son Carlos Dunlap Jr., who plays in the NFL for the Seattle Seahawks.

Bianca said Dunlap wasn’t just a father to her and her two brothers, but also to everyone he came across.

“Every one of my friends that I’ve had since I was like 5, have reached out to me saying that we all miss our dad. He definitely was a dad to the community,” said his daughter.

South Carolina State Representative Wendell Gilliard was friends with Dunlap for years. He remembers Dunlap for his generosity and the way he gave back to the community.

“He would always work the background, but he would be there to support you,” said Gilliard. “Whether it was feeding the homeless, creating things to help people in the community. Mr. Dunlap was always there.”

Bianca said she and her family are in the process of planning a funeral. She said it will be announced once the details are finalized.

No charges have been filed in the crash. Police are investigating.

Good People, Good Food, Good Conversation and Good Competition- PBT's Upcoming 2024 Spring Fling

Wednesday: April 10 - 12 is the PBT 8th Annual Spring Fling.  Festivities will begin on Wednesday with the Annual PBT Golf tournament.  Additionally, as teams are playing golf, another PBT team will be preparing a feast for Wednesday evening.  Late Wednesday afternoon PBT will celebrate the victors of the golf tournament with its annual cook out dinner.  This is a great time to mingle with other bondsmen, our lobbyists and our surety partners as we have fun celebrating all things Texas. Studies Demonstrate Recidivism Rates Increase Using Simple Release

DCJ Study A new study of bail reform outside New York City — suburbs and upstate — prepared by John Jay College of Criminal Justice’s Data Collaborative for Justice shows that 66% of the people released under bail reform who had a recent prior arrest were re-arrested within two years of their release. The DCJ study also showed that 67% of defendants who had a recent prior violent felony arrest in the past year who were released under bail reform were re-arrested within two years of their arraignment. Almost half — 49% — were rearrested for a felony.  The fact that a study shows that people who have committed crimes tend to continue to commit more crimes is not really surprising. My analysis of bail reform published by the Manhattan Institute in August of 2022 showed NYC re-arrest rates of close to 70% for people with prior records charged with larceny, burglary, robbery, and criminal contempt while their case was pending.
